Dreams and realities the OECF on economic development and economic policy

Abstract
Several months ago - in October 1992 - the Overseas Economic Cooperation Fund (OECF) of the Government of Japan published a document entitled Issues related to the World Bank's approach to structural adjustment, proposal from a major partner (OECF Occasional Paper No. 1). This document, because of its content and because it comes from a member country of the World Bank (WB) of such importance, immediately aroused much interest and not little controversy. These notes are intended to analyze the main points of the OECF approach and make some reflections on them.
