Abstract

When the constitutional reform was carried out in Costa Rica that brought the Social Guarantees, in 1943, social reform inspired by the Social Doctrine of the Church, it was set as the great social goal of the country, the "seek a permanent policy of national solidarity". This principle is contained in the Constitution that has governed since 1949.


It is important to understand what the term "solidarity" means, because it supports what we can call proper use, but also limited and incorrect use.


Indeed, the first thing is to grasp the fact that all human beings who inhabit the Earth have the ability to influence others, whether by action or by omission. In the first sense, this means that we are in solidarity with each other. But in this case naturally, almost without conscious intervention (We are all in fact on the same planet).
